GIZ International Services is currently preparing to bid on the EU funded tender: Water Wise Communities in Papua New Guinea.
The project’s objective is to contribute to improving health and livelihoods for people through improved access to water supply services in selected district towns in Papua New Guinea, including contributing to Non-Revenue Water (NRW) reduction in the capital city, Port Moresby. This technical assistance is envisioned to support the capacity building of the beneficiary agency, Water PNG (WPNG) to effectively implement and monitor the infrastructure component
The Team Leader has the overall responsibility for the development and implementation of the work plan within the given contractual budget. He supervises the delivery of planned outputs and outcomes and ensures close coordination and partnership with other components of the programme, concerned DG’s, EUDs in the region and other relevant stakeholders.
Qualifications and skills:
- Master’s degree in business administration, economics, civil or environmental engineering, or a related field.
- Additional certifications in project management, capacity building or economic topics are advantageous.
- Proven leadership and communication skills, with the ability to manage large-scale, multi-stakeholder projects involving government agencies, international donors, and technical experts, ensuring effective stakeholder engagement throughout the project lifecycle.
- Excellent English expression both orally and in writing.
- In-depth understanding of WASH (Water, Sanitation, Hygiene) development initiatives, particularly in fragile environments with challenging climatic conditions such as Papua New Guinea.
- Sensitivity to and knowledge of Papua New Guinea's economy, culture, and customs.
- Ability to maintain effectiveness in high-risk security environments, particularly in response to the specific security challenges present in Papua New Guinea.
General Professional experience:
- At least 12 years of relevant international experience working in development cooperation, in the context of water supply, sanitation, and hygiene (WASH) services or related sectors.
- At least 8 years of relevant management experience in a large organization or institution in the water and sanitation sector, focusing on technical and management support to water and wastewater utilities, including experience in collaborating with water and wastewater infrastructure components.
- At least 5 years of professional experience in developing and emerging countries in Southeast Asia and the Pacific.
- At least 2 years of professional experience in Papua New Guinea is an asset.
Specific professional experience:
- Proven experience as a Team Leader on at least two long-term technical assistance assignments in the water and wastewater sector funded by the European Union, involving multiple stakeholders (over 24 months), and with a total budget of at least EUR 2,5 million.
- At least 8 years of proven experience managing key and short-term experts for service delivery projects in the WASH sector, including the development of monitoring and evaluation frameworks to assess project effectiveness.
- At least 6 years’ professional experience in providing advisory services to water and wastewater service providers related to at least 2 of the following: financial sustainability, customer management, institutional strengthening, business planning, capacity development.
- Experience with projects with special attention on gender, social inclusion, environment, climate change as well as digital transformation would be an asset.
