The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development. Owned by the Federal Republic of Germany, GIZ has over 50 years of experience in providing technical assistance, capacity development and project management services for a wide variety of specialized development areas, including education, health, governance, public finance management, agriculture, social development, gender equality etc.

In February 2024, GIZ has been selected as Grant Agent for the Global Partnership for Education (GPE) in Mozambique.

The GPE is a major multilateral fund that provides financial support to education systems in developing countries, including many African nations. It mobilizes resources from various donors to support initiatives aimed at improving access to quality education, strengthening education systems, and promoting equity in education.

In its role as GPE Grant Agent, GIZ is now requested to assist the Mozambican government, more specifically the Ministry of Education and Culture (MEC), in the implementation of the GPE System Capacity Grant (SCG) (3,3M USD), the GPE System Transformation Grant (STG) (107M USD) and the Girls’ Education Accelerator (GEA) (10 M USD).

Job description

To ensure the effective implementation of these grants, GIZ is seeking a Monitoring and Evaluation (M&E) / Knowledge Management Expert, who will be responsible for overseeing the M&E framework, ensuring data-driven decision-making and reporting, and leading knowledge management and learning processes. This includes ensuring that lessons learned are systematically captured, analyzed, and applied to improve program implementation and inform education sector policies.

The M&E / Knowledge Management Expert will be responsible for developing, implementing, and managing the program's monitoring, evaluation, learning, and knowledge management processes, as well as contributing to the strategic communication processes of the program. This role involves ensuring compliance with GPE’s and other donors’ requirements, including with regards to reporting, supporting evidence-based decision-making, and facilitating institutional learning and knowledge-sharing mechanisms to strengthen the education sector.

Your tasks

Monitoring, Evaluation and Reporting Responsibilities:

  • Develop and implement a comprehensive M&E framework in line with GPE and GIZ standards, as well as with Mozambique’s Education sector plan and the Partnership Compact, ensuring effective tracking of the sector’s progress, outputs, and outcomes.
  • Design and oversee data collection methodologies, including surveys, key informant interviews, and focus group discussions, ensuring high-quality and reliable data and critically review sectoral data from various sources.
  • Establish and manage an M&E database and dashboard for continuous tracking of indicators, including for results-based funding and “trigger”-based financing.
  • Provide technical guidance to project staff, partners, and stakeholders on M&E processes, ensuring alignment with international best practices.
  • Conduct regular project performance assessments, ensuring lessons learned and best practices inform ongoing and future implementation.
  • Ensure the project’s timely and accurate reporting to the Local Education Group (LEG) by coordinating the periodic sharing of policy-related issues arising from program implementation in supported areas. Provide at least biannual updates to the LEG, integrating reporting into joint sector reviews where relevant. Identify opportunities for system transformation and improvement, particularly in preparation for the partnership compact mid-term review.
  • Coordinate, prepare and oversee the submission of required reports to the GPE Secretariat, including semi-annual portfolio review updates, annual progress reports, and grant completion reports. Ensure that reports reflect implementation progress, achievements, challenges, and lessons learned.
  • Facilitate joint problem-solving and action planning by providing ad-hoc reports when requested by the GPE Secretariat, particularly in cases of underperformance or slow fund utilization.
  • Oversee the finalization and submission of the grant completion report within six months of grant closure, ensuring alignment with GPE’s reporting requirements. Engage the government and local education group in the review process to assess the grant’s impact, lessons learned, and recommendations for future funding cycles.
  • Support the Team Leader in preparing for mid-term and final evaluations, including managing external evaluations and ensuring proper documentation.
  • In close coordination with the team lead, assist the different teams and components of the program in integrating evidence-based decision-making and planning into implementation processes.

Knowledge Management & Learning Responsibilities:

  • Develop and implement a Knowledge Management strategy, and the necessary tools to ensure systematic documentation and dissemination of key learnings from project implementation.
  • Facilitate learning events, training sessions, and knowledge-sharing platforms to promote best practices in education sector transformation.
  • Work closely with the Team Leader and other team members to translate M&E findings into policy recommendations and programmatic adjustments.
  • Ensure project reports, research findings, and case studies are effectively communicated to stakeholders, donors, and government institutions.
  • Establish a system for tracking and disseminating education sector best practices and lessons learned to strengthen policy and decision-making in Mozambique.
Your profile

Qualifications and skills

Required:

  • Master’s degree or equivalent in social sciences, statistics, education policy, public administration, development studies, or a related field.
  • Strong knowledge of quantitative and qualitative research methods, M&E frameworks, and impact assessment techniques.
  • Excellent analytical and reporting skills, with the ability to synthesize complex information clearly and concisely.
  • Fluency in Portuguese and English

Desired:

  • Proficiency in German

General professional experience

Required:

  • At least 10 years of professional experience in monitoring and evaluation, research, and knowledge management in international development projects.
  • Strong understanding of education sector policies, programs, and data systems in Sub-Saharan Africa
  • Proven experience in working with donor-funded programs, particularly in the education sector.

Desired:

  • Experience in the Mozambican education sector

Specific professional experience

Required:

  • At least 7 years of experience in designing and implementing M&E frameworks for large-scale programs
  • At least 5 years of experience in organizational learning, knowledge sharing, and capacity building in international development contexts.
  • Proven experience in high-level stakeholder dialogue and in facilitating strategic discussions based on evidence and data.

Desired:

  • Experience in designing and implementing M&E frameworks preferably in the education sector
  • Experience working with GPE-funded projects Familiarity with GIZ procedures, data management systems, and reporting standards
  • Previous experience working with Mozambican government institutions or regional education agencies
